Justine Ligyalingi has been appointed the new ICC Development Officer for Africa effective July 1st 2018. In a media release shared by the ICC Justine will be based in Uganda overseeing the programs in 20 associated nations on the continent. 

A memo from the Senior Manger Development Services Andy Hobbs on his appointment read 

'I am pleased to announce the appointment of Justine Ligyalingi in the role of Development Officer – Africa as part of the ICC Global Development Team. Justine joins our team after serving as Chief Executive Officer of the Uganda Cricket Association for 8 years. During that period, Justine oversaw the growth of the game in Uganda, in increasing the participation numbers, building a strong team of volunteers and focusing on the development of women’s cricket'

Justine recently handed over as CEO of Uganda Cricket a position he held for over 8 years in a period within which cricket in Uganda grew at a tremendous speed. He over saw the structural development of administration of cricket in Uganda from a small office of only two employees to over six permanent employees. 

His strong administration skills ensured that cricket in Uganda remained competitive on the field while also its development was not stalled. The senior men's side managed to be competitive in the World Cup qualifiers for both t20 and 50 overs with the women and U19 sides all testing success on the continent. 

The highlight of his time in office was Uganda hosting the Div 3 WCL qualifiers in 2017 the 1st major ICC tournament to be held in Kampala.

Justine is a trained Level 3 cricket coach and has had a strong track record in Sports Administration starting with his role as National Council of Sports Assistant Secretary General (Technical) an organistion with which he spent over 8 years before joining UCA as the CEO in 2010. 

In his new role he will be responsible for overseeing the programs of ICC in the 20 associate nations in Africa and he will be required to travel from his base in Kampala once duty calls. He will execute his roles with the supervision of the regional development office in South Africa.
