Pascal Murungi Returns to Competitive Cricket After Appeal Revises Sanction

Cricket Uganda has clarified the return of Pascal Murungi to competitive cricket following the outcome of an independent Adhoc Disciplinary Appeals Committee that reviewed his appeal against an earlier disciplinary decision. The former Uganda U-19 and Uganda A captain is now eligible to participate after the Committee revised the original sanction, with his return remaining subject to continued compliance with integrity requirements, including mandatory Anti-Corruption education. Murungi has since returned to action, featuring for Ceylon Lions in a domestic fixture on June 21, 2026, where he scored 34 runs in his first competitive appearance after reinstatement.

Kampala – July 10: Cricket Uganda (CU) wishes to clarify the circumstances surrounding the return of former U-19 & Uganda A captain Pascal Murungi to competitive cricket following inquiries from members of the cricket fraternity, commercial partners and other stakeholders regarding his eligibility to participate in cricket-related activities.

The clarification follows the determination of an independent CU Adhoc Disciplinary Appeals Committee which reviewed Mr. Murungi’s appeal against an earlier disciplinary decision delivered in December 2025.

Background

On December 18, 2025 in Entebbe, CU’s Disciplinary Committee found Mr. Murungi liable for breaches of the ICC Anti-Corruption Code for Participants (2024) and imposed a three-year period of ineligibility from all cricket-related activities.

Following that decision, Mr. Murungi exercised his right of appeal under Cricket Uganda’s disciplinary procedures. The appeal was heard by an independent three-member Adhoc Disciplinary Appeals Committee comprising Mr. Moses Mwase (Chairperson), Mr. Robert Okot and Mr. Leon Ssenyange.

Appeal Process

In his appeal filed on December 22, 2025, Mr. Murungi requested that the original decision be set aside on account of procedural defects during the disciplinary hearing or, in the alternative, that a proportionate sanction be imposed.

Following an in-person hearing, the Appeals Committee partially upheld the appeal. The Committee found that procedural defects had occurred during the original disciplinary proceedings.

However, it also established that Mr. Murungi had breached Article 2.4.3 of the ICC Anti-Corruption Code for Participants (2024) by failing to disclose a reportable corrupt approach.

As stated in the Committee’s Operative Decision:

“The Panel was comfortably satisfied that there were procedural defects. However, the elements of breach of Article 2.4.3 of the ICC Anti-Corruption Code for Participants (2024) were established. The Player failed to disclose a reportable corrupt approach.”

Revised Sanction

Having considered all the evidence presented during the appeal, the Appeals Committee substituted the original sanction with a revised penalty.

Mr. Murungi was sanctioned to one (1) year of ineligibility from cricket-related activities, six (6) months of which were suspended. The Committee further directed that credit be given for the period already served under provisional suspension from December 18, 2025.

The Appeals Committee also directed CU to ensure that Mr. Murungi attends mandatory Anti-Corruption training once every month until the end of his sanction, in addition to participating in any future integrity training conducted on similar matters.

Why Mr. Murungi Is Eligible to Play

The Appeals Committee’s decision replaced the earlier disciplinary sanction issued in December 2025.

Following implementation of the Committee’s Operative Decision, including credit for the period already served under provisional suspension, Mr. Murungi became eligible to resume participation in cricket-related activities in accordance with the revised sanction imposed by the Appeals Committee.

His return to cricket therefore follows the determination of the independent Appeals Committee and remains subject to the conditions contained in that decision, including continued participation in mandatory Anti-Corruption education.

Murungi has actually already played his first game – on June 21, 2026. He featured for Ceylon Lions against his former side Aboojo and scored 34 runs off 35 balls as his new club won by 23 runs.
